Agência Minas Gerais | Governo de Minas investe mais de R$ 17 milhões na defesa agropecuária do estado
O ano de 2024 é decisivo para o Governo de Minas Gerais que, em 2025, apresentará à Organização Mundial de Saúde Animal (OMSA), juntamente com o Ministério da Agricultura e Pecuária (Mapa), um pleito para que o estado seja reconhecido como livre de febre aftosa sem vacinação. Até o ano que vem, serão investidos mais de R$ 17 milhões em serviços de rastreamento de frota, treinamentos, ações educativas e compra de equipamentos diversos para o Instituto Mineiro de Agropecuária (IMA), autarquia vinculada à Secretaria de Agricultura, Pecuária e Abastecimento (Seapa), responsável pelo monitoramento e defesa sanitária animal e vegetal em Minas Gerais.
Neste ano, está prevista a compra de 25 drones para monitoramento de áreas de difícil acesso e rodovias, com o valor de R$ 600 mil. “A ideia é que consigamos ver onde muitas vezes não conseguimos chegar. Precisamos usar a tecnologia a nosso favor e, por isso, seguimos o exemplo do Mato Grosso do Sul que já utiliza, com sucesso, esses aparelhos em suas ações”, revela Guilherme Negro, médico veterinário e diretor técnico do IMA. Os drones vão permitir que os fiscais do órgão consigam mapear as áreas de maior risco para a sanidade animal de Minas Gerais com agilidade.
Também serão adquiridos sistemas de rastreamento de veículos para que, caso haja uma emergência sanitária, os técnicos mais próximos do local possam atender a propriedade de forma ágil, garantindo que a possível doença seja contida com eficiência. “Poderemos chegar mais rápido a esses locais e atender suspeitas relativas, não só à área animal, mas também vegetal, ou seja, estaremos muito mais preparados para atuar”, completa o diretor técnico.
Além da compra de equipamentos, estão previstos treinamentos para o corpo técnico do IMA. Já em 2023, foram treinados mais de cem profissionais para a identificação de doenças vesiculares, como a febre aftosa, além de pragas da área vegetal, como o cancro cítrico.
Também em 2024, o IMA vai firmar convênio com a Universidade Federal de Lavras (UFLA) para o desenvolvimento de um novo software de defesa agropecuária. O novo sistema, que utilizará inteligência artificial, vem substituir o Sidagro, com mais recursos e agilidade no processamento de dados, o que vai permitir extrair informações com rapidez para a tomada de decisões, além de oferecer ao produtor rural acesso a uma quantidade maior de serviços digitais.
Histórico do pleito
Em 2021, os investimentos para o pleito se iniciaram com a compra de equipamentos para modernizar e preparar as unidades do IMA. Foram adquiridos computadores de mesa, licenças de softwares, aparelhos telefônicos, entre outros. Já em 2022, houve a aquisição de kits de atendimento, compostos por veículos e equipamentos de informática, como tablets e notebooks, para as 21 coordenadorias regionais e 186 escritórios seccionais do IMA espalhados pelo estado. Ao todo, foram investidos mais de R$ 45 milhões.
Dando sequência às ações para o pleito à OMSA, em 2023, Minas Gerais foi autorizado pelo Mapa a suspender a imunização dos rebanhos do estado contra a febre aftosa. De lá pra cá, o IMA vem cumprindo uma série de exigências e passando por auditorias periódicas do Ministério, todas elas com sucesso.
Retirada da vacinação
Até 2022, os produtores mineiros de bovinos e bubalinos tinham de vacinar seus animais contra a febre aftosa em duas etapas, nos meses de maio e novembro. “As campanhas de vacinação contra a doença já vinham sendo realizadas há mais de quarenta anos em nosso estado e, desde 2001, somos reconhecidos como livre da doença com vacinação, o que já era um marco”, conta Guilherme Negro, diretor técnico do IMA.
Com a suspensão da vacinação, no ano passado, os produtores passaram a ter de manter seus dados de rebanho atualizados no instituto. São requeridas informações sobre quantitativos de animais, declaração de nascimentos e mortes, além de atualização cadastral das propriedades. Também são exigidas a comprovação da vacinação contra brucelose, para bezerras de 3 a 8 meses de idade e a informação sobre a vacinação contra raiva dos herbívoros.
A chamada Campanha de Atualização de Rebanhos, acontece nos meses de maio e junho, desde 2023. Além de bovinos e bubalinos, outras espécies precisam ser cadastradas no IMA e terem seus dados atualizados. São elas: galinhas, peixes, abelhas, ovinos e caprinos.
“O produtor rural sempre foi, e sempre será, a peça fundamental nesse processo, pois ele é quem está no dia a dia com os animais. O produtor é quem muitas vezes vai notar o aparecimento de doenças, por isso tem de fazer sua parte, que é notificar ao IMA para que possamos deslocar um médico veterinário para que sejam tomadas as ações necessárias”, completa Negro.
A retirada de vacinação no ano de 2023 foi responsável por uma economia de mais de R$ 700 milhões ao ano para o setor produtivo mineiro, considerando os gastos com imunizantes e pessoal para aplicação, segundo estimativa da Seapa.
